Hospitals/Health Systems/Academic Medical Centers:
Cleveland Clinic Health System and Ochsner Clinic Health System and Kaiser Permanente Ohio Regions primary markets all spanned multiple large metro areas and counties. While at Ochsner, Jeff also acquired/developed medical facilities in the gulf south as well as in Costa Rica and Panama. Finally, Jeff led turnarounds for Baptist Health System in the Nashville market and two rural hospitals in Arizona, taking one through bankruptcy and recovery and converting one into a critical access hospital post bankruptcy.

 

Jeff’s commitment to excellence is also reflected best in the following:

  • Leadership of the team at Kaiser Cleveland Region to earn a Medicare 5 star rating
  • Leadership of Baptist Urgent Care centers reaccreditation by Joint Commission with a score of 98/100 and commendation

 

Jeff’s experience with development, planning and management of new or upgraded facilities such as I/P, O/P, ASC’s and ambulatory/office/urgent-care/diagnostic facilities and services are also well documented:

  • Planning and Development of Cleveland Clinic entrance into Florida as well as site selection planning and development of market plans for satellites
  • Development and implementation of JV Ochsner diagnostic site in Costa Rica that
    made medical history with first transmission of images back to the United States for
    overreads and an ASC diagnostic Ochsner/ Marbella Clinic site in Panama with over
    100 local physicians
  • Development of new urgent care center in North Nashville market for Baptist Health
  • Renovation and redesign of urgent care diagnostic center at Palmetto Primary Care

 

Jeff has been put in leadership roles where the expectations and challenges have been high. Jeff also has significant experience balancing and managing the growth of the whole delivery systems with particular attention to building bridges to the future state Fee For Value (FFV) population health world, ensuring that the appropriate infrastructure and resources are in place, while also maintaining and supporting other less costly alignment and management strategies such as MSO’s and PHO/PPO network development for health systems pursuing the triple aim, clinical/ financial integration and building overall capabilities to not only survive but thrive in future state Fee for Value (FFV) world.

 

Physician Groups and Managed Care/Population Health Entities
Managing all that comes with a large multispecialty group is really what separates Jeff from other candidates. It involves gaining the trust and admiration of both internal and external clients as well as many other skills that Jeff as refined over his 30-year career in healthcare. In addition Jeff has developed and managed multiple multistate acute and post acute care networks and large managed care delivery systems (PPO, HMO, PHO, IPA, ACO) from both the provider and payer side of the equation, negotiating well over a thousand provider contracts from discounted FFS to shared/partial risk to full risk contracts and is considered an industry expert in developing self funded ERISA plans and networks.

 

  • Leadership of large primary care group (100 +) with recruitment and integration of Radiology, GI, Neurology, endocrinology, ENT into group across 38 locations in 7 counties.
  • Leadership of 220 member multispecialty Permanente medical group in Cleveland across 20+ facilities in 9 counties plus development, contracting and management of PHO network of 800 community physicians and local hospitals.
  • Executive leadership of Ochsner HMO and medical group; which included the 400+ multispecialty medical group as well as large network of community hospitals and hundreds of independent physicians.

 

Other Professional Qualifications
Jeff has outstanding conceptual and practical knowledge of clinically integrated systems, population management, ACOs, medical homes, and future reimbursement trends with well over two decades of experience and is considered a thought leader on future reimbursement trends, having worked with and mentored for over twenty years by Dr. James Georgoulakis, creator of APC’s and internationally known compliance and reimbursement expert/consultant to CMS and the AMA since 1986.

 

Jeff also possesses a solid understanding of day-to-day operations across all healthcare enterprises that span 30 + years. He knows how to develop IT systems to support clinical integration, more closely align physicians, measure and monitor quality/patient safety, and use data dashboards to properly to manage the enterprise for success. From Jeff’s early career in Strategic Planning and Business Systems for Cleveland Clinic in the 80’s, Jeff has honed his expertise in implementing and applying systems and technology to health care operations. He was an early-recognized industry expert in applying cost accounting methodologies to healthcare (i.e., Transition Cost Accounting systems), which led him to join Ernst & Young and lead a multi-million dollar project to implement cost accounting systems into Kaiser without using traditional feeder systems.

 

Jeff possesses excellent written and oral communication skills and has routinely presented to a variety of diverse audiences. As a consultant he has also well developed listening/observational skills and is known as a very quick study.

 

Jeff is also a very effective and collaborative team builder starting from his participation in high school/college athletics thru the span of his executive and consulting career.

 

Jeff is a dedicated advocate for quality and safety, especially through embracing, adopting and using clinical information systems. Jeff is very familiar with AllScripts Sunrise, Pro and Touchworks electronic health record systems and most other major EMR/PM systems such as Cerner, EPIC, Nextgen, E-Clinical Works, etc

 

Education/Certifications
Jeff possesses a Masters Degree in Public Policy from the University of Michigan and an MBA from Cleveland State University. Jeff is also a member of ACHE and has attended many webinars and continuing education courses during his career as well as being a conference, educational lecturer and consultant on all areas of compliance, revenue cycle, managed care/risk, etc.

Angela M. Muirhead was elected Chair, and Executive Director, of the Beautiful Gate Center in September, 2015. As an accomplished business professional, she presents a thirty year foundation and proven track record of achievements in business within the real estate, banking and legal industries. Her family recently moved to the Charleston area in the summer of 2014.

Angela was President and Co-Founder of Emerald Mortgagee Assistance Company, a private company providing support services to the secondary mortgage market for mortgage-backed securities sold on Wall Street and led the company to become a multi-million dollar company providing collateral supports to the largest banks, mortgage servicers and federal servicing agencies in the country. She sold the company 5 years later to a $6 billion dollar publicly traded company based in California. After the sale in 2000, she founded her second company, Paragon Property Services, a private Colorado real estate brokerage and consulting firm for clients in both the commercial and residential markets.

William H. "Billy" Edwards, MS, BCBA

Billy has been directly involved in service delivery to persons with disabilities for over 20 years. He has practiced as a Board Certified Behavior Analyst since 2000 and is an active member of The Association for Behavior Analysis International and The Texas Association for Behavior Analysis (TxABA). Following his tenure as President he assumed the role of Annual Conference Coordinator and Chairman.

During his tenure as Executive Director of Behavioral Innovations, the company expanded it's operations to include seven service locations throughout Texas and it became widely regarded as an industry leader as a result of its services and efforts to work with insurance companies and families throughout the state of Texas. Billy is now the Director of the Clemson University Youth Learning Institute Center for Behavior Analysis where he is creating an online educational program in Behavior Analysis, an International Outreach program in Behavior Analysis, and working with multiple state organizations to improve the quality of services for those with Developmental Disabilities.

Lt COL Michael Martin Barth, PhD

Dr. Michael Barth is an Associate Professor of Finance in The Citadel’s School of Business Administration. Prior to joining the faculty in 2007, he spent nine years in the Department of Finance and Quantitative Analysis at Georgia Southern University, including two years as the acting department chair. Before beginning his career as a college educator, he spent five years as a Senior Research Associate with the National Association of Insurance Commissioners where he was the primary staff specialist on risk-based capital issues. He has been a program director for the Associate in Underwriting program of the American Institute for Chartered Property-Casualty Underwriters/Insurance Information Institute and was a product manager with an auto insurance group for several years. He served nine years on active duty with the U.S. Army and another six years as a reservist.

He received his Ph.D. in Risk Management & Insurance from Georgia State University in 1993. He also holds the Chartered Property-Casualty Underwriter (CPCU) professional designation and the Associate in Underwriting (AU) professional designation.

Dr Jane Charles is a Developmental-Behavioral Pediatrician in the Department of Pediatrics, Division of Developmental-Behavioral Pediatrics at the Medical University of South Carolina in Charleston, SC.

She is an active clinician, researcher, and educator. Her areas of specialization are in the fields of Autism Spectrum Disorders (ASD), intellectual disabilities, and genetic disorders. She provides developmental follow up and medication management for comorbid behavioral disorders for children into adulthood.

Dr. Charles has received research funding as the principal investigator, or co-Investigator for a variety of grants exploring issues related to developmental disabilities including investigating the prevalence of ASD and Fragile X as part of the CDC’s Autism and Developmental Disabilities Monitoring Network.
